• Are the Ebola outbreaks in Nigeria and Senegal over? 

  According to WHO recommendations, health care workers who have attended patients or cleaned their rooms should be considered as “close contacts” and monitored for 21 days after the last exposure, even if their contact with a patient occurred when they were fully protected by wearing personal protective equipment.
  For health care workers, the date of the “last infectious contact” is the day when the last patient in a health facility tests negative using a real-time reverse-transcriptase polymerase chain reaction (RT-PCR) test.
  For WHO to declare an Ebola outbreak over, a country must pass through 42 days, with active surveillance demonstrably in place, supported by good diagnostic capacity, and with no new cases detected. Active surveillance is essential to detect chains of transmission that might otherwise remain hidden.
  Incubation period
  The period of 42 days, with active case-finding in place, is twice the maximum incubation period for Ebola virus disease and is considered by WHO as sufficient to generate confidence in a declaration that an Ebola outbreak has ended.
  Recent studies conducted in West Africa have demonstrated that 95% of confirmed cases have an incubation period in the range of 1 to 21 days; 98% have an incubation period that falls within the 1 to 42 day interval. WHO is therefore confident that detection of no new cases, with active surveillance in place, throughout this 42-day period means that an Ebola outbreak is indeed over.

Where Is She?  As the Ebola situation in West Africa continues to deteriorate, some U.S. officials are claiming that they would have been able to better deal with the public health threat if only they had more money. Conservative critics have pointed out that the federal government has spent billions upon billions of dollars on unnecessary programs promoting a political agenda rather than targeting those funds to the fight against health threats. In a world where a $12.5 billion slush fund at the Centers for Disease Control and Prevention is used to fight the privatization of liquor stores, perhaps we should complain more about mission creep and Progressive faith in the habitually unrealized magic of increased government funding.
• Ebola Czar pissed away a billion dollars on kick-backs — Dr. Nicole Lurie    Of course, between the fiscal years 2000 and 2004, NIH’s budget jumped a whopping 58 percent. HHS’s 70,000 workers will spend a total of $958 billion this year, or about $7,789 for every U.S. household. A 2012 report on federal spending including the following nuggets about how NIH spends its supposedly tight funds: a $702,558 grant for the study of the impact of televisions and gas generators on villages in Vietnam. $175,587 to the University of Kentucky to study the impact of cocaine on the sex drive of Japanese quail. $55,382 to study hookah smoking in Jordan. $592,527 to study why chimpanzees throw objects.

  President Barack Obama on Friday turned to a trusted adviser to lead the nation’s Ebola response as efforts to clamp down on any possible route of infection from three Texas cases expanded, reaching a cruise ship at sea and multiple airline flights.

  Facing renewed criticism of his handling of the Ebola risk, Obama will make Ron Klain, a former chief of staff to Vice President Joe Biden, his point man on fighting Ebola at home and in West Africa. Klain will report to national security adviser Susan Rice and to homeland security adviser Lisa Monaco, the White House said.

  Klain does not have a medical or a health care background.

• Amid Assurances on Ebola, Obama Is Said to Seethe   Beneath the calming reassurance that President Obama has repeatedly offered during the Ebola crisis, there is a deepening frustration, even anger, with how the government has handled key elements of the response.
  Those frustrations spilled over when Mr. Obama convened his top aides in the Cabinet room after canceling his schedule on Wednesday. Medical officials were providing information that later turned out to be wrong. Guidance to local health teams was not adequate. It was unclear which Ebola patients belonged in which threat categories.

  The diagnosis of Ebola in a second health worker in Texas raises questions about how well researchers understand how the virus spreads and whether the virus is changing in a way that makes it easier to transmit.

  “I suspect it may have become more transmissible,” said Ira Longini, a biostatistician at the University of Florida, who cited recent cases among health workers who thought they were taking careful precautions. The Dallas health worker case announced today “does raise a red flag, but you can’t prove anything from it,” he said.

  Yet another potentially disastrous security vulnerability has been revealed by Google—this time in a commonly used Web encryption standard. 

  A trio of Google security researchers on Tuesday unveiled the security hole in Secure Socket Layer (SSL) 3.0, dubbed POODLE, or “Padding Oracle On Downgraded Legacy Encryption.”

  While SSL 3.0, used to encrypt Web traffic, is already considered obsolete—many clients and servers now rely on the more modern Transport Layer Security (TLS)—the threat posed by this bug is still widespread. 

  What makes the POODLE attack such an Internet-wide threat is a common protocol, known as a “downgrade dance,” which forces browsers and, crucially, secure HTTP servers to revert to SSL 3.0 in the event an encrypted channel cannot be established with TLS. Typically, this would be advantageous, providing outdated clients with at least some level of protection. However, the problem lies in how easy it is for an attacker to trigger a connection error and force the use of the vulnerable SSL 3.0.
