Waiving The Regulation

  • Oregon agency charged with accrediting pot labs ‘on verge of collapse’

    The policy shift transforms Oregon’s marijuana labs from an unregulated cottage industry into a central part of the state’s regulated market. The state’s new testing standards are intended to address pesticide contamination, which remains a concern in Oregon and in other states with legal pot markets.

    Beau Whitney, an economist and executive at Golden Leaf Holdings, a company that grows, processes and sells marijuana, worries producers will face a long wait to get their product into the legal market.

    “It limits the ability of the market to grow,” he said.

    So far only two labs have been accredited and licensed by the state. Advocates for the industry say that’s not enough to process the volume of marijuana being grown for the regulated market.

    Amy Margolis, an attorney who represents marijuana businesses, said without additional accredited labs, the industry’s viability is threatened.

     

Ignorance Is No Right

  • BREAKING: Oil Company Openly States They Will Defy Army Corps Order in Standing Rock

    Balking at an earlier decision by the Army Corps of Engineers, Energy Transfer Partners — the company responsible for constructing the Dakota Access Pipeline — says the denial of an easement necessary to drill under the Missouri River is of no consequence for its plans to complete the project.

    According to a statement from Energy Transfer Partners and Sunoco Logistics, which is acquiring ETP in a merger:

    “As stated all along, ETP and SXL are fully committed to ensuring that this vital project is brought to completion and fully expect to complete construction of the pipeline without any additional rerouting in and around Lake Oahe. Nothing this Administration has done today changes that in any way.”

    In short, ETP will complete the Dakota Access Pipeline — no matter what the federal government says.

    Earlier on Sunday, celebrations erupted over the Army Corps’ announcement the permitting necessary for the Dakota Access Pipeline to pass beneath the Missouri River’s Lake Oahe reservoir would not be granted — a decision some perceived would have direct implications for the future of the project.

     

No Monopoly On Oppression

  • While Eyes Were On Standing Rock, Dakota Pipeline Was Drilled Under Des Moines River in Iowa

    Last Friday, while the media focused on the thousands of protestors at Standing Rock, a construction crew working on the same under-protest project finished drilling through rock under the Des Moines River in Iowa—another major source of drinking water.

    The pipeline crosses the river near the tiny community of Pilot Mound, Iowa. But the river supplies water not only to nearby small towns and farms, but also to Des Moines Water Works, which serves around half a million people in and near Des Moines.

    In Bismarck, the capital of North Dakota, the $3.8 billion pipeline was rerouted—without the need for protests—because it risked the drinking water supply for around 67,000 people who live there. Federal rules for pipeline location are stricter for higher-population areas, while low-population areas don’t get the same protections.   Landowners in Iowa are suing the Iowa Utilities Board for granting the permit, in part because they argue that the Board didn’t have the authority to take the land through eminent domain. One of the other issues at stake: The Utilities Board required the parent companies behind the pipeline prove that they have the funds to clean up a spill, and Sunoco Logistics hasn’t provided that proof. The lawsuit goes to court on December 15.

  • Meet the Cyborg Beetles, Real Insects That Are Controlled Like Robots

    The future is crawling towards us on six legs. Motherboard traveled to Singapore to meet with Dr. Hirotaka Sato, an aerospace engineer at Nanyang Technological University. Sato and his team are turning live beetles into cyborgs by electrically controlling their motor functions.

    Having studied the beetles’ muscle configuration, neural networks, and leg control, the researchers wired the insects so that they could be controlled by a switchboard. In doing so, the researchers could manipulate the different walking gaits, speeds, flying direction, and other forms of motion.

    Essentially, the beetles became like robots with no control over their own motor functioning. Interestingly, though the researchers control the beetles through wiring, their energy still comes naturally from the food they eat. Hence, the muscles are driven by the insects themselves, but they have no willpower over how their muscles move.

    Moreover, turning beetles into cyborgs seems to not be that harmful to them. Their natural lifespan is three to six months, and even with the researchers’ interference, they can survive for several months. According to the researchers, a beetle has never died right after stimulation.

  • Bolivia passes “Law of Mother Earth” which gives rights to our planet as a living system

    The Law of Mother Earth (“Ley de Derechos de La Madre Tierra”) holds the land as sacred and holds it as a living system with rights to be protected from exploitation, and creates 11 distinguished rights for the environment. It was passed by Bolivia’s Plurinational Legislative Assembly. This 10 article law is derived from the first part of a longer draft bill, drafted and released by the Pact of Unity by November 2010. Can we please spread this law? There has to be a way for the free market to interoperate with reverence for this planet. Period.

    In accordance with the philosophy of Pachamama, it states, “She is sacred, fertile and the source of life that feeds and cares for all living beings in her womb. She is in permanent balance, harmony and communication with the cosmos. She is comprised of all ecosystems and living beings, and their self-organisation.”

    “It makes world history. Earth is the mother of all,” said Vice-President Alvaro García Linera. “It establishes a new relationship between man and nature, the harmony of which must be preserved as a guarantee of its regeneration.”

    (a)

    United States Information and Educational Exchange Act of 1948

    Section 501 of the United States Information and Educational Exchange Act of 1948 (22 U.S.C. 1461) is amended to read as follows:

    501.

    General authorization

    (a)

    The Secretary and the Broadcasting Board of Governors are authorized to use funds appropriated or otherwise made available for public diplomacy information programs to provide for the preparation, dissemination, and use of information intended for foreign audiences abroad about the United States, its people, and its policies, through press, publications, radio, motion pictures, the Internet, and other information media, including social media, and through information centers, instructors, and other direct or indirect means of communication.

    (b)

    (1)

    Except as provided in paragraph (2), the Secretary and the Broadcasting Board of Governors may, upon request and reimbursement of the reasonable costs incurred in fulfilling such a request, make available, in the United States, motion pictures, films, video, audio, and other materials prepared for dissemination abroad or disseminated abroad pursuant to this Act, the United States International Broadcasting Act of 1994 (22 U.S.C. 6201 et seq.), the Radio Broadcasting to Cuba Act (22 U.S.C. 1465 et seq.), or the Television Broadcasting to Cuba Act (22 U.S.C. 1465aa et seq.). The Secretary and the Broadcasting Board of Governors shall issue necessary regulations—

    (b)

    Rule of construction

    Nothing in this section may be construed to affect the allocation of funds appropriated or otherwise made specifically available for public diplomacy.

    (c)

    Foreign Relations Authorization Act, Fiscal Years 1986 and 1987

    Section 208 of the Foreign Relations Authorization Act, Fiscal Years 1986 and 1987 (22 U.S.C. 1461–1a) is amended to read as follows:

    208.

    Clarification on domestic distribution of program material

    (a)

    In general

    No funds authorized to be appropriated to the Department of State or the Broadcasting Board of Governors shall be used to influence public opinion in the United States. This section shall apply only to programs carried out pursuant to the United States Information and Educational Exchange Act of 1948 (22 U.S.C. 1431 et seq.), the United States International Broadcasting Act of 1994 (22 U.S.C. 6201 et seq.), the Radio Broadcasting to Cuba Act (22 U.S.C. 1465 et seq.), and the Television Broadcasting to Cuba Act (22 U.S.C. 1465aa et seq.). This section shall not prohibit or delay the Department of State or the Broadcasting Board of Governors from providing information about its operations, policies, programs, or program material, or making such available, to the media, public, or Congress, in accordance with other applicable law.

    (b)

    Rule of construction

    Nothing in this section shall be construed to prohibit the Department of State or the Broadcasting Board of Governors from engaging in any medium or form of communication, either directly or indirectly, because a United States domestic audience is or may be thereby exposed to program material, or based on a presumption of such exposure. Such material may be made available within the United States and disseminated, when appropriate, pursuant to sections 502 and 1005 of the United States Information and Educational Exchange Act of 1948 (22 U.S.C. 1462 and 1437), except that nothing in this section may be construed to authorize the Department of State or the Broadcasting Board of Governors to disseminate within the United States any program material prepared for dissemination abroad on or before the effective date of the Smith-Mundt Modernization Act of 2012.

    (c)

    Application

    The provisions of this section shall apply only to the Department of State and the Broadcasting Board of Governors and to no other department or agency of the Federal Government.

  • The NDAA Legalizes The Use Of Propaganda On The US Public

    The newest version of the National Defense Authorization Act (NDAA) includes an amendment that would legalize the use of propaganda on the American public, reports Michael Hastings of BuzzFeed.

    The amendment — proposed by Mac Thornberry (R-Texas) and Adam Smith (D-Wash.) and passed in the House last Friday afternoon — would effectively nullify the Smith-Mundt Act of 1948, which explicitly forbids information and psychological operations aimed at influencing U.S. public opinion.

    Thornberry said that the current law “ties the hands of America’s diplomatic officials, military, and others by inhibiting our ability to effectively communicate in a credible way,” according to Buzzfeed.

    The vote came two days after a federal judged ruled that an indefinite detention provision in the annual defense bill was unconstitutional.

    Lt. Col. Daniel Davis, who released a highly critical report regarding the distortion of truth by senior military officials in Iraq and Afghanistan, dedicated a section of his report to Information Operations (IO) and states that after Desert Storm the military wanted to transform IO “into a core military competency on a par with air, ground, maritime and special operations.”

    Davis defines IO as “the integrated employment of electronic warfare (EW), computer network operations (CNO), psychological operations (PSYOP), military deception (MILDEC), and operations security (OPSEC), in concert with specified supporting and related capabilities, to influence, disrupt, corrupt or usurp adversarial human and automated decision making while protecting our own.”

    IO are primarily used to target foreign audiences, but Davis cites numerous senior leaders who want to (in the words of  Colonel Richard B. Leap) “protect a key friendly center of gravity, to wit US national will” by repealing the Smith-Mundt Act to allow the direct deployment of these tactics on the American public.

Abstraction Objectives

  • Senate Quietly Passes The “Countering Disinformation And Propaganda Act”

    While we wait to see if and when the Senate will pass (and president will sign) Bill  “H.R. 6393, Intelligence Authorization Act for Fiscal Year 2017″, which was passed by the House at the end of November with an overwhelming majority and which seeks to crack down on websites suspected of conducting Russian propaganda and calling for the US government to “counter active measures by Russia to exert covert influence … carried out in  coordination with, or at the behest of, political leaders or the security services of the Russian Federation and the role of the Russian Federation has been hidden or not acknowledged publicly,” another, perhaps even more dangerous and limiting to civil rights and freedom of speech bill passed on December 8.

    Recall that as we reported in early June, “a bill to implement the U.S.’ very own de facto Ministry of Truth has been quietly introduced in Congress. As with any legislation attempting to dodge the public spotlight the Countering Foreign Propaganda and Disinformation Act of 2016 marks a further curtailment of press freedom and another avenue to stultify avenues of accurate information. Introduced by Congressmen Adam Kinzinger and Ted Lieu, H.R. 5181 seeks a “whole-government approach without the bureaucratic restrictions” to counter “foreign disinformation and manipulation,” which they believe threaten the world’s “security and stability.”

    Also called the Countering Information Warfare Act of 2016 (S. 2692), when introduced in March by Sen. Rob Portman, the legislation represents a dramatic return to Cold War-era government propaganda battles. “These countries spend vast sums of money on advanced broadcast and digital media capabilities, targeted campaigns, funding of foreign political movements, and other efforts to influence key audiences and populations,” Portman explained, adding that while the U.S. spends a relatively small amount on its Voice of America, the Kremlin provides enormous funding for its news organization, RT.“Surprisingly,”

    Portman continued, “there is currently no single U.S. governmental agency or department charged with the national level development, integration and synchronization of whole-of-government strategies to counter foreign propaganda and disinformation.”

    Long before the “fake news” meme became a daily topic of extensive conversation on wuch mainstream fake news portals as CNN and WaPo, H.R. 5181 would rask the Secretary of State with coordinating the Secretary of Defense, the Director of National Intelligence, and the Broadcasting Board of Governors to “establish a Center for Information Analysis and Response,” which will pinpoint sources of disinformation, analyze data, and — in true dystopic manner — ‘develop and disseminate’ “fact-based narratives” to counter effrontery propaganda.

    Fast forward to this past Thursday, December 8, when the “Countering Disinformation and Propaganda Act” passed in the Senate, quietly inserted inside the 2017 National Defense Authorization Act (NDAA) Conference Report.

    Here is the full statement issued by the generously funded Senator Rob Portman (R- Ohio) on the passage of a bill that further chips away at press liberties in the US, and which sets the stage for future which hunts and website shutdowns, purely as a result of an accusation that any one media outlet or site is considered as a source of “disinformation and propaganda” and is shut down by the government.

    Senate Passes Major Portman-Murphy Counter-Propaganda Bill as Part of NDAA

    Portman/Murphy Bill Promotes Coordinated Strategy to Defend America, Allies Against Propaganda and Disinformation from Russia, China & Others

    U.S. Senators Rob Portman (R-OH) and Chris Murphy (D-CT) today announced that their Countering Disinformation and Propaganda Act – legislation designed to help American allies counter foreign government propaganda from Russia, China, and other nations – has passed the Senate as part of the FY 2017 National Defense Authorization Act (NDAA) Conference Report. The bipartisan bill, which was introduced by Senators Portman and Murphy in March, will improve the ability of the United States to counter foreign propaganda and disinformation by establishing an interagency center housed at the State Department to coordinate and synchronize counter-propaganda efforts throughout the U.S. government. To support these efforts, the bill also creates a grant program for NGOs, think tanks, civil society and other experts outside government who are engaged in counter-propaganda related work. This will better leverage existing expertise and empower local communities to defend themselves from foreign manipulation.

    “The passage of this bill in the Senate today takes us one critical step closer to effectively confronting the extensive, and destabilizing, foreign propaganda and disinformation operations being waged against us. While the propaganda and disinformation threat has grown, the U.S. government has been asleep at the wheel. Today we are finally signaling that enough is enough; the United States will no longer sit on the sidelines. We are going to confront this threat head-on,” said Senator Portman. “With the help of this bipartisan bill, the disinformation and propaganda used against our allies and our interests will fail.”

The First Time Again

  • Fukushima radiation detected in Tillamook Bay, Gold Beach

    For the first time, seaborne radiation from Japan’s Fukushima nuclear disaster has been detected on the West Coast of the United States.

    Cesium-134, the so-called fingerprint of Fukushima, was measured in seawater samples taken from Tillamook Bay and Gold Beach in Oregon, researchers from the Woods Hole Oceanographic Institution are reporting.

    Because of its short half-life, cesium-134 can only have come from Fukushima.

    Also for the first time, cesium-134 has been detected in a Canadian salmon, the Fukushima InFORM project, led by University of Victoria chemical oceanographer Jay Cullen, is reporting.

    In both cases, levels are extremely low, the researchers said, and don’t pose a danger to humans or the environment.
